The barge Cincinnati, arrived at New Orleans on the 7th of December, having made one of the best trips ever know in such a season, and at such a stage of the water.  She left Cincinnati on the 27th of October.

DeWit Clinton and Governeur Morris have arrived at Washington City as agents to the commissioners and legislature of New York, who intend to petition Congress for aid in opening the great canal in that state.
